The AFSS Process
If your building or property is required to submit an Annual Fire Safety Statement to Council, you (the property owner) are required to engage the services of a Competent and Accredited Fire Safety Practitioner (AFSP) to oversee the AFSS process. The AFSP will assess the Fire Safety Systems currently installed within your property to ensure and certify that they reach the Minimum Standards of Performance as outlined by Council’s Fire Safety Schedule and AS1851.
Each property is unique and therefore has a unique Fire Safety Schedule (FSS - list of fire safety equipment). These fire safety systems are required to be installed and operational for the Council to be satisfied that the property and it’s occupants are adequately protected and equipped in the case of a Fire related emergency.

The AFSS process requires that a complete Fire Safety Inspection of all Fire Safety Equipment within the property be conducted on an Annual basis. Any defects or fire system failures which are identified during the Routine Fire Safety inspection are required to be adequately reported to the property owners. The Owners must then resolve these system defects prior to submitting the AFSS to their local Council.

Annual Fire Safety Statement submission to Council is a time sensitive process. Council allows for a 90-day window from the Date of Assessment (Annual Fire Safety Inspection) of a property to submit a complete AFSS. If the AFSS is not submitted to Council prior to the Due Date, Council can issue the property with fines on a weekly basis, until a complete AFSS is submitted.
